Abstract

An integrated methodology was developed and validated for estimating the Seismic-Occupational Risk Index (SORI) in university buildings located in high-seismicity zones. The objective was to combine structural susceptibility and seismic hazard into a quantitative model in relation to occupational exposure, thereby enabling risk assessment in academic settings. The methodology was applied to the Faculty of Economic Sciences at the Southern Manabí State University in Ecuador, incorporating variables such as dynamic population density, occupancy frequency, and proximity to vulnerable non-structural elements. The model’s weightings were defined through expert judgment, and their consistency was statistically verified. The results determined a final IRSO of 0.73, which classifies the building as high risk. It is concluded that the integration of operational factors and institutional response time optimizes risk management and the planning of mitigation strategies in higher education institutions.
