Participatory budgeting in the management of Quevedo's public resources, 2024

Abstract
The participatory budget has been promoted as a tool to strengthen citizen participation in public management and promote a more equitable allocation of public resources. This study analyzes its application in the canton of Quevedo, Ecuador, with the objective of understanding its functioning, scope and potential to improve the relationship between citizens and local government. A mixed approach methodology was used, through surveys of citizens and parish leaders, as well as an interview with an official of the canton's Municipal Autonomous Decentralized Government. The results show that, despite having a legal framework and a defined formal structure, the process faces multiple limitations such as low participation, poor dissemination, institutional distrust and lack of follow-up. Citizen perception indicates that the mechanism still fails to fully reflect the real needs of the community or to generate an effective connection with the authorities. These findings are related to previous research that warns of the need to strengthen institutional and social capacities to guarantee effective participation. In conclusion, there is a need to improve communication channels, train the actors involved and foster a more active and inclusive participatory culture.
