Analysis of the technological functioning of Quevedo's ECU 911 in public management of citizen security

Abstract

This study examines the technological operation of the emergency response system implemented in the city of Quevedo, aiming to understand its role within public management focused on citizen security. The research followed a mixed-methods approach, combining theoretical and documentary analysis with a structured survey applied to both citizens and public servants involved with the system. The findings reveal that although the technological platform fulfills basic coordination and response functions, significant deficiencies persist regarding coverage, response time, and inter-institutional coordination. Respondents also pointed out the need to strengthen aspects such as staff training, equipment modernization, and the dissemination of the service in peripheral areas. Based on these findings, the discussion highlights the importance of understanding the system not merely as a technical tool but as an essential component of the relationship between the state and the population. The study concludes that improving its effectiveness requires sustained investment, continuous evaluation, and institutional commitment focused on collective well-being.
